PowerQuery refresh in excel file

Hi!
I wanted to ask if it's possible to use Power Automate on the website for refreshing data in excel file that is stored on Sharepoint.
I've found some youtube guide, but I couldn't replicate steps using website - is it only possible in desktop app? Is Premium user required to achieve this?

    The OP means Power Automate Cloud as opposed to Power Automate Desktop.
     
    "Refresh"  can mean many things. Office Scripts can refresh some connections but not others. Specifically they struggle with SQL data sources.
