The link in the top Power Platform Community menu: 
Get involved > Submit ideas > Power Apps
Doesn't work - needs to be updated to point at http://ideas.powerapps.com/

    Actually that ideas site is full of spam so I guess it isn't used much.
    Anyway, link still needs updating.
