Work Queue Auto Retry Mechanism not working for IT Exception

I  am trying to use Power automate Work queue auto retry mechanism when item status is changed to IT Exception. Even though my item max retry count of both work queue and work queue item is set to 3 when flow is again going to Process Work Queue Item its picking up the new item instead of same item which should get retried.
