What permissions or security roles are required in Dataverse for a user to create tables?

    System Customizer or System Administrator are the two roles that provide this ability for the Built-in roles.

    Just to add on @Pstork1 answer,
    you can also assign Environment Maker role.
     
    I generally prefer combination of Environment Maker and. System Customiser security roles .
    which gives good level of access for all the tables.
