Power automate Premium HTTP connector

If Owner purchase a premium license for one user and create a Power Automate flow using a premium connector (HTTP), can Other users can trigger/run the flow without needing a premium license?

As per above my question work the flow then i have purchased the license.

    I am calling an external API using the HTTP Power Automate premium connector.

     

    If a license is required for the Power Automate premium connector, how can I reduce the licensing cost?

    I have a total of 1000 users in my organization, and the Power Automate premium license costs $15.00 per user per month. This is very expensive, so how can I reduce the cost for my organization?

    Short answer: No — other users cannot run/trigger a flow that uses a premium connector unless they also have a premium license, except in specific scenarios.
     

    If a flow uses a Premium connector (e.g., HTTP, SQL, Dataverse premium triggers, etc.)

     

    Then every user who runs the flow must have a premium license, unless the flow is:

     An Automated or Scheduled flow

    — Flow runs in the background under the owner’s context

    — Other users do NOT need a premium license

    Only the owner needs the license

    Example:

    A scheduled flow runs every day at 9 AM and sends emails → Users do NOT need a license.

     

     A Manual run / Instant flow (button or triggered via Power Apps/SharePoint/etc.)

    — The user who triggers it must have a premium license.

     

    Example:

    A user presses a button → That user must be licensed.
