Unauthorized error in "run a query against a dataset" action in power automate

I have created a flow using the "run a query against a dataset" action in power automate to fetch table details from a PowerBI table. It is working perfectly fine for me but when I shared the flow with a colleague it is not working as expected. It is giving unauthorized error at the header level and the below error.

"message": "The response is not in a JSON format.",
      "innerError": "Cannot read server response."

Could anyone help with this?

Does the user have a license and what level license do they have?

Do they have access to the data itself and if so what access level?
