i know that using azure sql server with power apps and power automate has a limitation that it run under the service account regardless of the user running it... but let say i develop and power apps ofr sql admin only, and i added it to an environment and share it with only the sql admin user does this still pose a security problem?

Read the following article from the documentation.  Use Microsoft SQL Server securely with Power Apps - Power Apps | Microsoft Learn

Whether the connection is secure and uses the users credentials or not depends on the authentication method used.  You want to use an Explicit connection rather than an Implicit Shared connection. There is also a Secure Implicit connection that can be used. To use an Explicit connection you should use an Entra ID to access the data source. That way the user running the Power App will use their own credentials to access the SQL server. There is also a way to do it with a Windows ID.  Read the article for more details.
