In-App notification Error-Failed to get notifications-Unable to ON the toggle

I’m trying to enable in-app notifications in a model-driven app by following this guide:

It works as expected for one security role, but the same configuration doesn’t work for other roles.

 

What I’ve already checked:

The setup described in the blog has been implemented correctly

 

My questions:

Is there anything additional we need to configure in a custom model-driven app for in-app notifications?

Can in-app notifications be sent to an Owner Team, or are they limited to individual users only?

Are there any known role-based or privilege-related limitations that could block notifications for certain users?

    Your setup is fine—the difference in behavior is due to security roles and record ownership.

    Fix it by ensuring:
    • Affected roles have Org-level Read on the App Notification table
    • Notifications are owned by (or explicitly targeted to) each user
    • If targeting teams, create one notification per team member
    That will make notifications appear consistently across roles.
