it would be good to share your steps in pictures.
Its possible its as simple as your admin has to approve and publish it, it could be a permission issue, it could actually be an issue in the Agent, that in the Testing (CP Ux) doesn't occur.
its many things, and would need to see more details of your overall Agent, the security you picked, your licenses, your IT policies (there could be DLP, security or specific Admin or Tenant settings).
I would reach out to your Admin, have them verify they can see your agent published AND in what environment (have them do this in the Admin Ux for Teams and Copilot and M365) and verify by asking them do they have any blockers in place which would explain it.
