I had a Developer environment that contained three Power Pages sites. I reset the environment, and everything appeared to be removed and cleared. However, I received the following error when trying to create a new site:
"This exceeds the limit of 3 development sites across all development environments. Delete one of those sites, or switch to a production or sandbox environment to create another site."
To resolve this, I deleted the environment and created a new Developer environment. Unfortunately, I am still encountering the same error, and I cannot see any active portals in the new environment.
Please help reset the portal quota or clean up any orphaned portal metadata that may be causing this issue.

Even after resetting or deleting a Developer environment, Power Pages sites may still linger in your tenant metadata. These orphaned sites count against your quota of 3 development sites, even if you can't see them in the new environment.
To resolve this:
Go to the Power Platform Admin Center
Navigate to Power Pages > Sites
Look for any sites that still appear, even from deleted environments
Delete them manually if possible
