Good afternoon, I have two questions:
1. Do I need to publish the bot every time after making changes to topics/tools?
2. Do I need a license to edit bot topics/tools? Or is it enough to publish once, and then the settings will be automatically transferred to the bot without publishing, regardless of whether I have a license or not?
1. Yes you need to publish your agent after any change if you want those changes to take affect for end users.
2. Yes you need a user licence such as Copilot Studio user licence to edit and publish agents in copilot studio.
