Hi Community,
I'm facing an issue with a Copilot Studio agent that has been published to the Microsoft Teams channel. The agent works perfectly in the Copilot Studio Test Pane, but when users interact with it in Teams, it does not respond at all. There is no error message, and no conversation session appears to start.
Environment
- Microsoft Copilot Studio
- Agent published to the Teams channel
- Agent shared with specific users / a security group (not organization-wide)
- Knowledge source: Dataverse tables
- Authentication: Authenticate with Microsoft
- Tested in both Teams Desktop and Teams Web
- Agent status: Published
Note: I currently do not have access to the Teams Admin Center or Microsoft 365 Admin Center to validate tenant-level settings.
Expected Behavior
Users should be able to ask questions in Teams and receive responses from the agent, just as they do in the Copilot Studio Test Pane.
Actual Behavior
- Users can successfully find and install the agent in Teams.
- Messages sent to the agent receive no response at all.
- No error message is displayed.
- No conversation session appears in the Copilot Studio activity/transcript history.
- It almost seems as though the message never reaches the agent.
What Works
✅ Agent responds correctly in the Copilot Studio Test Pane
✅ Agent publishes successfully
✅ Agent installs in Teams without errors
What I Have Already Checked
- Agent is published and republished after every change.
- Tested in Teams Web to rule out desktop client caching issues.
- Signed out and back into Teams after configuration changes.
- Removed and reinstalled the agent after republishing.
- Confirmed that the affected users have access to the agent.
What I Cannot Verify
Since I do not have Teams/M365 admin access, I cannot validate:
- Teams Admin Center → Manage Apps
- Whether the custom agent/app is Allowed or Blocked
- Any app permission policies
- Any app setup policies
Questions
- Is there a way to determine whether messages from Teams are actually reaching the Copilot Studio agent?
- Besides Teams app policies, are there any other configuration areas that commonly cause this behavior?
- Has anyone encountered a situation where:
- The agent works in the Test Pane
- Users can install it in Teams
- But no response is returned and no transcript is generated?
Any suggestions or troubleshooting guidance would be greatly appreciated.
