So in short, no. This is because of the base product design, in that low code is for democratizing the app making process and putting that in the hands of the end users, e.g., the business lines. The whole idea is that those doing the business day in and day out know the low hanging fruit issues that Power Apps is great at filling. Quick stop gap apps that centralize data intake, allow comprehensive reporting.

Managing Power Apps and Power Automate requires thought of how it applies to the business operations - how the business operates. There is documentation and guidance on Power Platform Admins, recommendations on governance, data loss prevention and more. This is within the Power Platform Admin Center (PPAC) ( https://learn.microsoft.com/en-us/power-platform/admin/). I would recommend that as a first step is to get into the PPAC, go to DLP, and ensure that premium connectors are blocked, this will stop costly sprawl.
Its a whole thing, it is not as simple as limiting it to a single position, by default Microsoft enables this to all users within the E-(whatever level) agreement, don't quote me there the licensing tiers are all over the map but basically Power Apps and Power Automate are for the business line folks to play with to create their own solutions to their tactical obstcales.
