Question about uploading multiple files in Chat / Copilot Studio

Hi everyone,

 

I’m testing Copilot Studio and noticed a difference compared to Copilot in VS Code:

 


  • In Copilot in VS Code / Microsoft, I can upload all project files at once and it processes them normally.


  • In Copilot Studio / Chat, when I try to upload multiple files at the same time, the command usually restarts or produces an error.

I’d like to know if I’m doing something wrong or if there are any specific restrictions for uploading multiple files in Copilot Studio.

 

Has anyone experienced this or can clarify?

    You’re not doing anything wrong. This is just how Copilot Studio works today. Copilot in VS Code doesn’t really upload files — it reads your local workspace and pulls context from there, so it can handle many files without issues. Copilot Studio Chat actually uploads files as attachments and has strict limits. If you upload multiple files at once and even one of them is too large (around 16 MB) or fails validation, the whole message can error out or restart. This is a known limitation and happens to many people. The reliable approach is uploading files one by one, keeping them small, or using SharePoint/OneDrive links or agent knowledge instead of chat uploads.

    The difference you are seeing is because these are two completely different products with different purposes.

    Copilot in VS Code is GitHub Copilot, which is designed specifically for code and has direct access to your project workspace context. That is why it handles multiple files naturally.
    Copilot Studio is an agent building platform. The chat interface you are using is the agent test pane, not a general file analysis tool. Files uploaded there are passed to the agent as attachments during the conversation, and how the agent handles them depends on how it is configured.

    Multiple file uploads simultaneously in Copilot Studio conversations are limited by design. The platform is not built for bulk file processing in the same way GitHub Copilot is. If you need the agent to reason over multiple files, the recommended approach is to add them as knowledge sources in the agent configuration rather than uploading them during the conversation.
