How can I prevent my login form from being resubmitted when the sign-in page of my portal is refreshed?

Yes I can completely see that being a bother...

Let me think on it for a moment. The issue I see is, what you are really asking for is (I think),

if the person log in failed before, don't auto-retry it.

if the person logged in fine before feel free to re-use those credentials?

I am thinking we may be able to get it to simply force everyone to log in again but not do each separately. just spit balling here outloud

When a user attempts to log in with an incorrect password, the system correctly displays an error message indicating that the password is invalid. However, if the user refreshes the same page, the following issue occurs:

The error message "password is invalid" still appears, even though the login credentials (username and password) fields are cleared.

You cannot, the transaction between submission of credentials etc will happen whenever or however many times is required for your tokens etc to be refreshed, or when a cache update is forced etc.

Not that its my business but why would you want to stop that, potentially opening a security hole?
