Unable to setup Developer environment

Hi Team,
 
I am unable to setup developer environment and it throws below error when I click on Set up button. It seems I don't have enough permissions.
I have the same question (1)

    Sorry for the hassle.
     
    Are you doing this by using the Button to create it, or are you are in the Admin trying?
     
    You cannot from the admin. If its the button and it fails please email powerup-support@microsoft.com

    You are getting this error because the account lacks permissions to create a Developer Environment.

    Try these steps:

    Check your account type: Make sure you’re using a work or school account that is, not a personal Outlook or Gmail account.

    • Verify your license: You must have a valid Power Apps Developer Plan or another valid Power Platform license assigned to your user.
    • Confirm admin settings: Request that your Microsoft 365 or Power Platform Admin checks that environment creation isn't blocked in the Power Platform Admin Center → Settings → Governance → Environment creation
    • Check capacity: In the Admin Center, navigate to Resources → Capacity and confirm that enough database and log capacity are available.
    • Retry setup: Go to make.powerapps.com → Environments → +New environment → Developer type, then click Set up again.

    @sannavajjala87 This is about the power up program environment so those things are not valid here which is why I explained what they need to check for.
     
    It would be accurate if its in a work tenant etc but for the Power Up there are specific requirements
